CGPA to Percentage in Pakistan: Is There an Official HEC Formula?
There is no single official formula. In a notification dated 14 January 2008, the Higher Education Commission (HEC) said universities use different formulas, that CGPA itself should be used for semester-system graduates, and that HEC would stop converting CGPA into percentage. Three conversion methods are still in circulation, and they give different answers for the same CGPA.
Quick answer: what your CGPA equals under each method
| CGPA (out of 4.00) | ×25 shortcut | HEC semester-policy table | HEC fellowship table (2012) |
|---|---|---|---|
| 2.50 | 62.5% | 68–70% | 60–69% |
| 3.00 | 75% | 71–74% | 70–79% |
| 3.25 | 81.25% | 75–79% | 80–89% |
| 3.50 | 87.5% | 80–84% | 80–89% |
| 3.75 | 93.75% | 85% and above | 90–100% |
If your university prints a percentage on the transcript or publishes its own conversion rule, that figure beats all three columns.
What HEC actually said in 2008
HEC’s notification No. 8-65/HEC/A&A/2007, signed by the Director General (Accreditation & Attestation), makes three points:
- HEC had been converting CGPA on 4.00, 5.00 and 6.00 scales into percentage since April 2003.
- Because public and private universities use different conversion formulas, CGPA (not a percentage) is to be used for semester-system graduates when checking eligibility for faculty jobs, MPhil/PhD admission and similar requirements. Division is used for annual-system graduates.
- HEC would no longer convert CGPA into percentage.
The notice was sent to the federal and provincial public service commissions, armed forces recruitment headquarters and the registrars of all universities. It is still listed on HEC’s equivalence downloads page.
Method 1: the ×25 shortcut
Percentage = CGPA ÷ 4 × 100, which is the same as CGPA × 25. It is simple and is what most online calculators use. Many of those sites call it “the HEC formula”, but none we reviewed cite an HEC document for it, and the 2008 notification says the opposite: there is no common formula.
Use it only as a rough estimate, and say so if you quote it.
Method 2: HEC’s semester-policy table
HEC’s Policy Guidelines for the Implementation of Uniform Semester System (section 13.1) recommends this equivalence between grade points and percentage obtained in a semester system:
| Grade | Grade points | Percentage |
|---|---|---|
| A | 3.67–4.00 | 85 and above |
| A− | 3.34–3.66 | 80–84 |
| B+ | 3.01–3.33 | 75–79 |
| B | 2.67–3.00 | 71–74 |
| B− | 2.34–2.66 | 68–70 |
| C+ | 2.01–2.33 | 64–67 |
| C | 1.67–2.00 | 61–63 |
| C− | 1.31–1.66 | 58–60 |
| D+ | 1.01–1.30 | 54–57 |
| D | 0.10–1.00 | 50–53 |
| F | 0.00 | Below 50 |
The table is written for grade points, so applying it to an overall CGPA is an interpretation. It gives a range, not one number.
Method 3: HEC’s fellowship table
An HEC page for the Indigenous PhD Fellowship (Phase II, 2012) publishes a banded table used to score applicants:
| CGPA out of 4.00 | CGPA out of 5.00 | Percentage |
|---|---|---|
| 3.63–4.00 | 4.63–5.00 | 90–100 |
| 3.25–3.62 | 4.25–4.62 | 80–89 |
| 2.88–3.24 | 3.88–4.24 | 70–79 |
| 2.50–2.87 | 3.50–3.87 | 60–69 |
| 1.80–2.49 | 2.80–3.49 | 50–59 |
| 1.00–1.79 | 2.00–2.79 | 40–49 |
| Below 1.00 | 1.00–1.99 | Below 40 |
It was published for one scholarship programme. Do not treat it as a general rule unless the form you are filling in refers to it.
Which one should you use?
- The form gives a formula: use exactly that formula. This settles it for any job or admission form.
- Your university converts for you: many registrars issue a percentage on the transcript or a conversion letter. Ask the examinations office.
- Nobody specifies: write your CGPA with its scale (for example “3.25 / 4.00”), as HEC’s 2008 notice recommends. If a percentage box is compulsory, enter the estimate and note the method, such as “(CGPA × 25)”.
- Applying abroad: foreign universities and credential evaluators read CGPA directly or run their own conversion. Send the CGPA and your transcript’s grading key rather than a converted percentage.
If your university uses a 5.00 scale
The proportional estimate is CGPA ÷ 5 × 100, so 4.00 out of 5.00 is 80%. The fellowship table above also has a 5.00 column. As with the 4.00 scale, your university’s own rule comes first.
Percentage to CGPA
The proportional reverse is CGPA = percentage ÷ 25 on a 4.00 scale (80% → 3.20). It inherits the same weakness as ×25. If you have marks rather than a percentage, use the marks percentage calculator first.
Frequently asked questions
Is CGPA × 25 the official HEC formula?
No HEC document we found says so. HEC’s 2008 notification states that universities use different formulas and that HEC stopped converting CGPA to percentage.
What is 3.0 CGPA in percentage?
75% by ×25, 71–74% on HEC’s semester-policy table, and 70–79% on HEC’s 2012 fellowship table. Use the method your university or the form specifies.
What is 3.5 CGPA in percentage?
87.5% by ×25, 80–84% on the semester-policy table, and 80–89% on the fellowship table.
Can HEC give me a percentage certificate?
HEC’s 2008 notification says it will not convert CGPA into percentage. Ask your own university’s examinations office.
How do I calculate my CGPA in the first place?
CGPA is the credit-hour weighted average of your grade points. Use the CGPA calculator with your semester GPAs and credit hours.
